... Or just delete the shortcut entirely (hit delete when the pointer is 
hovered over that menu item, tho if your gtk settings have locked 
shortcut editing, that may not work and you may have to set it via direct 
editing of the accels.txt file itself).  Then the only way to change it 
would be via the menu item, and if you don't activate that menu item, the 
option should never toggle.
