You're wrong about this. Top-posting HTML email is sadly the norm now,
although in technical mailing lists there is still good behaviour. But
technical mailing lists are a specialist niche. Between Outlook, Hotmail,
Lotus Notes, and Gmail, good email practice is vanishing.
As for HTML on Usenet, it does exist, even on technical forums, especially
when they have an email to news gateway. Here are some examples:
