Judging from the time I spent doing Tier Two support for an ISP, you'll be lucky if anybody you talk to in the "phone firewall" even knows what an RFC is, let alone why they're relevant. And, I'd give about a 50% chance of your every-day, garden-variety tier two tech being any better informed.
I once had another tier two tech tell me that he didn't know what IRQs were or why they were important. And no, he wasn't a Mac user.
