Did you try also to reinstall the GTK+ bundle? Which one did you choose? There are several available on the net. Steve suggests either http://gladewin32.sourceforge.net/ or http://gtk-win.sourceforge.net/home/index.php/en/Downloads on his website. Only the latter one provides current GTK+ release (2.16) though, so you should probably follow that one.
