I believe the ideal is a single blank line separating the new content 
from the quote (so above the insertion point) and another single blank 
line separating the new content from the sig delimiter (so above the 
delimiter, below the new content).  In a fresh reply, that would then end 
up being a total of three blank lines, but the insertion point would be 
on the middle one so the comment would be typed on it, leaving a single 
blank line each, above and below the new comment.

(I've not yet tested the patch, either, but plan to within minutes or 
hours...)
