Is the port blocked in your firewall configuration? Start by trying to telnet to port 119 on "localhost" and see what happens. If you can't do this, then Pan isn't going to be able to either. Pan should work if you select "localhost" as the hostname. But start with a basic connectivity test using telnet and go from there.
