As others have mentioned, Pan itself doesn't have such a facility.
But depending on your o.s., ThrottleD may be useful -- it's for the
*BSD type systems including darwin/osx as it's designed for use with
the BSD-provided free `ipfw' firewall app (rated one of the best
firewalls, too, btw).  Here's a link for ThrottleD:

The CLI / daemon part is free & open source, but the company also
has a shareware GUI app named ThrottleD Pro strictly for OSX that
makes the freeware part somewhat easier to set-up & run.  The Pro
