As others have mentioned, Pan itself doesn't have such a facility. But depending on your o.s., ThrottleD may be useful -- it's for the *BSD type systems including darwin/osx as it's designed for use with the BSD-provided free `ipfw' firewall app (rated one of the best firewalls, too, btw).
