The reference looks a bit obscure to google, pan is most of the hits 
already, but this review did come up:

Most of this you can guess from parsing the link: The Star Fraction,
Ken MacLeod's first novel, a cyberpunk, (c) 1995.

The review refers to the B&H line as "politics and humour", which implies 
it's /not/ a literal cigarette.
