Why not both?  That is, provide an option.  Edit -> Edit Preferences ->
Task Pane (new tab) 
Tool Bar
Radio Button for Horizontal or Vertical

As Duncan suggested, I'd like to the buttons with tool tip descriptions.
Taking it bit further, it could use the standard gnome tool bar
options of "icons and text", "icons only" or "text only".
