All that changed was the version number and release title, so it's up to you. You need to rerun autogen if you want to show the world your up-to-date-ness in your User-Agent header. ;)
BTW, the INSTALL file says nothing about using autogen.sh, which might be very confusing for someone who hasn't read the pan website carefully.
The INSTALL file is intended for people who download the tarball, not people getting CVS HEAD snapshots.
