The windows version is up on the website now. I don't have a 'clean' Windows box to download it to, so I'd appreciate a ping back on whether it works or not.
It uses the gimp-win gtk+ 2.8 runtime (also mirrored on rebelbase) rather than the old dropline gtk+ 2.2 runtime.
