This extremely-trivial Rust library package will allow me to stop hiding the
“harfbuzz_traits” feature in rust-icu_properties and rust-icu_normalizer
(introduced in 2.2.0). From what I understand, this change is related to
eliminating the icu_harfbuzz crate and to opening the door to Rust HarfBuzz
implementations other than the harfbuzz crate; apparently these exist. This
review does not block shipping ICU4X 2.2.0.
