Essentially everything. Since restarting just the DC will result in
another node being the DC.

At the time it was thought so, but it's probably possible now.

I restarted the cluster with enabled cluster_recheck_interval and the
constraints work as expected, thanks for your help Andrew!

different time zones? At the moment the time-based rules are executed
according to the DCs time zone I suppose?

Correct.
In a nutshell, neither heartbeat or openais (yet) provide good split- site support so its not a problem we've looked at solving (again, "yet").
