This serie is a port on branch 25.03 of
"controller: Fix bfd up too early after unexpected reboot.".
The serie also contains the port of necessary patches for multinode
tests to pass in ci.
v0.4 of ovn-fake-multinode fixes dnf install related issues on recent
OSes.
