I've now received a limited response indicating it was an excessive traffic issue this morning and that they've resolved the problem.

The packet loss showed up across multiple mtr's out multiple carriers but all seemed to involve XO in Chicago. I am wondering if anyone else had seen similar issues or experiences or if anyone has any other related info.
