Are you able to set OTB config paths in Processing -> Settings -> Service Providers -> OTB? What do you see in this menu?

As far as a fresh reinstall, I mean that I went through OSGEO4W setup and "uninstall" every library and package, deleted all files from my computer associated with osgeo4w and qgis/otb/grass, and then reinstalled everything using osgeo4w setup, to find the same issue. I can run OTB standalone through monteverdi, but running it as a qgis plugin is greatly preferred. Whenever I use any of them I get the error "otbapplicationlaunchercommandline.exe has stopped working". In the log, the only error is "The following layers were not correctly generated. * Output vector file You can check the log messages to find more information about the execution of the algorithm" I've now tried a fresh reinstall and have the same errors.
