If they're deactivated they don't slow it down. I have a bunch of maps downloaded that I don't expect to use all the time or ever. If I go there for a weekend I can activate the map for the weekend only, or if I go somewhere and have forgotten to download a new map I'm still able to use osmand without a data connection.
