1. I don't know Polish traffic laws but assuming a left arrow, and two up
arrows means only left and only straight on for the other two then yes,
except note that the road is split in the wrong place, or at least, the
next section of road also needs the same lanes until the actual left turn.

2. I'm not sure how osmand should handle this but since there is no left
turn and the lane after is tagged through I expect that's what it's
targeting. I'd fix the problems and see if it works then.
