seems that i have to find a Compromise.
i compiled my php for webserver in different ways/different sizes. i can switch between this modes. some of the modes/top-modules can include the same submodules. this are exactly same files and folders. names of packages are different, there is no joining top-package and how you say i cannot use a OR. I could make new packages requiring each of the top-modules, but this would be a redundancy i try to avoid.

there is no OR

and you see the required from the wrong direction:

requires says "if you install this package i need that package too"
if you want your package to say "if you see this package. install me
 aswell." then you want supplements/enhances.
