The main repo has higher limits regarding the code. These packages need a 
review by the packager and support for two years. This can't be done easily.

In the past this was really a pity, because adding further repos was hard. But 
I think this became much better with 10.3, with the 1-click installation 
caring about that and the additional recommended community repos.

Only packages submitted to openSUSE:Factory does this. We work in the next 
month on a mechanism allowing to push updates to any other project (including 
openSUSE:Factory).

But decision what will be included in openSUSE main distro is up to the 
release master (Stephan Kulow).
