Define 'full'. AFAICS, it does not matter where <this or that> is located.
Dynamic libraries are found through /etc/ld.so.conf, devel/include files
through pkgconfig, binaries through $PATH (/etc/profile*), data files, 
oh well, guess you have a point for the last item. Did I miss something?
