This, unfortunately, only works for windows, not the desktop itself.

And, whenever I change this, Gnome "forgets" the setting when I open
another window.

This, too, works for windows, but does not appear to work on the
desktop itself.

So, how can I reduce the size of icons on the desktop -- and
specifically the size of folder icons which is twice or thrice
(in terms of area) of what it used to be in all earlier versions 
of Gnome 3?
