Don't take it out of context. GNOME does take the TZ from the system.. BUT gnome-control-center also allows you to configure your timezone... and for THIS action, at the moment, you require the root password, DESPITE the polkit privileges being ser that a regular user can set the timezone. The patch in question does only allow a regular user to perform what he's allowed to do anyway... nothing more, nothing less.
