Olaf,

The downloading of updates is nowadays controlled by gnome-software
(gpk-update-viewer still works, but is not the main way of package
management in GNoME 3.14 anymore).

you're right though: the setting to not pre-cache updates seems to have
gone lost...

Nevertheless, it's in the schema, so you can toggle it using:

gsettings set org.gnome.software download-updates false
