So, if the above condition evaluates to true then
EVP_CIPH_FLAG_TLS1_1_MULTIBLOCK is redefined to be 0 and then when we
get here:
#if !defined(OPENSSL_NO_MULTIBLOCK) && EVP_CIPH_FLAG_TLS1_1_MULTIBLOCK
unsigned int max_send_fragment, split_send_fragment, maxpipes;
unsigned int u_len = (unsigned int)len;
#endif
The condition will evaluate to false, and so the variables in question
will not be defined.
