I think since rhel stopped supporting openldap-servers, it would make sense that the migrationtools package would disappear too. Perhaps this is not the right place to ask, but any input is much appreciated.
What you would likely need to do is look at the Fedora git repository for the migrationtools package and port it for CentOS8 and then build it yourself.
