SLAPD_CONFIG_FILE=/etc/openldap/slapd.conf    (which does not exist)
SLAPD_CONFIG_DIR=/etc/openldap/slapd.d    (this is correct)

Does this result in the same erorr message?

slapcat -F /etc/openldap/slapd.d -n 0 -l /tmp/config.ldif
