A package containing rpm utilities seems to be available for OpenIndiana.

I don't expect that it would be able to install an RPM file, but one or more of 
those utilities should be able to list or extract or convert to say cpio an RPM 
file. In which case all you would need to do is first list it to find the name 
of the contained file you wanted, and then do whatever it took to extract just 
that, and then whatever else to install the PPD file.

Not having a working OpenIndiana VM right now, I can't tell you more than that.
