Oops, 13G is apparently the size of openindiana.org, so it should read:
rm -rf /var/pkg/cache/publisher/openindiana.org
And the answer to the question in subject is: AFAIK, yes.
So, I did it (removed all directories under /var/pkg/cache and empty
directory /var/pkg/publisher/userland) - so far no problems...

If you look at the numbers, you will see strange values (decreasing)...
I understand network - there can be a lot of problems preventing fast
download, but *pkg* showing packages decreasing...
Started new one this morning (which looks better/faster) but somehow I
have to download 2.3GB updates (0/48494 items 0.0/2312.9MB)?
