I'm focusing on a child process called hald-addon-storage now. There are four of them on a BE where automount works, and none of them on a current BE where it doesn't work. The process has a socket to hald and a door to syseventd. Each hald-addon-storage process also monitors a storage device. I don't know the plumbing in detail, but I assume that without the process, hald will not be aware of changes to USB devices.
