Association has been discussed quite a bit. And it's in fact a process
that was started once but not with a high priority. Thus far getting

Governance, but thus far we are one core developer (Andreas Wacknitz)
and supporting maintainers. I love the initiative and

to dedicate the time they used to spend for OI at the moment. Maybe that
will change back. And maybe we will find new core maintainers, too.
After all it's not rocket science and we all started at the same level.

Engagement that people bring here. And it's needed. But we don't need
an official Signoff space yet. If people are willing to invest into
development, we are not holding you guys back. But please be aware who
you are and how much you have to do with the OI and in fact illumos
brand and if another name is not more appropriate for an outside
initiated initiative. ;)
The idea of funding development is nice. If you want to support
distributions in the illumos world you can do that in different ways.
Eg. OmniOS is driven by companies. You can help them by buying support
contracts (https://omnios.org/invoice.html) or becoming a patron
(https://omnios.org/patron.html).
Then there is also Tribblix, which can also be used as a desktop:

I don't know how to help/fund Peter. Maybe you can ask him directly.

Back to OpenIndiana: it's more or less the direct successor of
OpenSolaris (at least for the open source world). We'll automatically
get changes from illumos-gate. This is typically new or enhanced drivers
for devices the commercial entities are interested (read: network and
storage or general enhancements like BHyVE, KVM, compilers and so on).
The involved commercial entities don't seem to be interested enough in
desktop usage of illumos derived distributions to fund the development
of or work on desktop things like
 - drivers for graphics cards
 - wifi
 - desktop environments

To a lesser degree this is also true for X11. These are the areas OI has
most interest to enhance the situation and being able to pay for work
here would be nice.
I think you should also think about what to do with possible funds, that
is, find/define projects to be worked on and probably also find
potential developers for them.
