in /etc/lightdm/lightdm-gtk-greeter.conf you should be able to setup "~language" indicator in the [greeter] section. Then you pick the keyboard layout. And hopefully it persists :). I have it disabled but for sure I have seen it working in the time of the 2019.04 snapshot release.
