I've seen the same issue, though for me it usually gets to 99% before
that error pops up.
It's such a minor thing that I just download the guest additions using
a browser and the link in the error dialog.

I've seen this error on different platforms before as well, also the
Internet is full of posts about this error message. Though, I haven't
seen one which talks about a solution...
My guess is that VirtualBox tries to save the ISO to a place it does not
have permissions to write. Unfortunately, I was unable to get a more
decent error output from VirtualBox that the graphical error. Should you
get one, let me know.
