Does import without mount help?

zpool import -N badpool
zfs set readonly=on badpool/badfs
zfs mount -a

Something like this I guess?

By the way, did I miss, or did you not mention the distro/release/kernel
versions? (Maybe something for this was fixed since the release you use?)
