stock a7 to stock a8. I have many different BEs. Could you look at pkg
list and verify you have all packages on a8 version?

I know why you cannot reproduce the problem: You probably
have role Administrator. Checked that, works with admin role,
but not without.
The usual user in a company does not have role admin in the
common world, so this should not be made mandatory to get the
menus back.
