As per Ken Mays recent announcement on oi-dev mailing list,
Wine (1.4) .spec file and binary package is in
sfe-encumbered IPS publisher (repository):

I've provided the final Wine 1.4 spec and wine 1.4 binary
(59MB compressed) using oi_151a.
No major issues using the default oi_151a ISO and Nvidia
280.13 driver.
The Wine package is usually updated in the sfe-encumbered
repo:
