I think I managed this, customizing itc.py to add my entry.
Another thing... : what is the shell asking for keyboard / language before 
text-mode-menu is invoked?
I'd like to set different defaults.

Also, the "ICT" routines invoked by the text_install manipulate the 
/etc/user_attr for rbac settings,
depending on the presence of a user during install or not.
In my iso, I preconfigured some users in passwd/shadow/group, and modified 
user_attr to have
one specific user to preconfigured settings (in my case pfexec with no 
password).
Once installed, the user_attr file miss my settings, as if ICT rewrote the file 
completely.
Am I wrong?

I think you'll have to recompile kernel for that.
also I'd like to add a console string just before the login prompt, at least on 
the console.
