+1 With maybe the addition of a workstation target that does not install some of the server specific packages as a fourth option.
The more I think about it, maybe the foundation could be a minimal text only base install, plus ssh, the minimum needed to get the system up. then on top of that you can add one or more of server, gui-server, or workstation layers. This may be installed on the top of server layer. * a desktop application layer, with all "office" applications (openoffice, thunderbird, ...).
