There was a potential issue with the fix, which was sorted out. The
release is still waiting for being released.

While we're waiting for helpdesk, I have updated all neon-mri patches to
pull in yangtools-2.1.2-SNAPSHOT and mdsal-3.0.1-SNAPSHOT and
re-triggered both full (#81) and quick-with-csit (#82) builds.
