After setting OVS inactivity_probe parameter to 0,  the problem relief. This is 
not openflowjava or openflowplugin bug.

The message below indicates the switch disconnects, since this is OVS, can you 
check in the OVS log (e.g. ovs-vswitchd.log) the reason for the disconnect? If 
the reason is timeout receiving echo response from controller, this means 
controller is too busy to respond to switch echos in which case switch 
disconnects and reconnects back making things worse. If that is the problem can 
you try the same scenario after setting the OVS inactivity_probe parameter to 0?
