We used to have svn:external for the *setup tool* binaries under the
config folder, but Juan Pablo made a great improvement on that. Now
the ant setup task detects your os and architecture and download only
the binary suited to you.

The use svn:external is a common practice in other open source projects

svn co http://rietveld.googlecode.com/svn/trunk/ rietveld-read-only
