Unless you've got some custom code of your own - or someone else - in
there doing it; the OpenBD Admin add-on will write and rotate that file
whenever you make a change (add a datasource, change mail server, etc)
via the /bluedragon/administrator/ url. I can't think of anywhere else.
Still, deleting the files is probably not a normal part of any admin
process.
