We can't do that because the headers belong to Microsoft and the SDK
license doesn't allow for third parties to distribute them. The license
is explicitly between you, the person that downloads or obtains the SDK
from Microsoft, and Microsoft. There are some files, that
are explicitly named by Microsoft that you are allowed to distribute with
your software. All other files you are explicitly not allowed to
distribute. The header files are not in the list of redistributable files.

I think it is only a sledgehammer for old codgers who still believe that
all the code for an operating system should fit on a single floppy disk and
all the code for all applications you should ever need should fit on a
second floppy disk. And that no one will ever need more than 1 MB of
memory. ;-)
On a more serious note, I realize it may seem like a lot to some people.
But, the guide could explain the easiest way to do it. It can be
downloaded from the web, it's free, and you don't need to install the whole
thing. Maybe the guide could point that out, and detail the minimum that
needs to be installed.
