a) new libzmq 4.3.x is not abi-compatible to currently shipped 3.2.5.
b) our current packaging allows us to deliver second (abi-incompatible copy), 
but is overcomplicated.
So, the question is if we want to ship new version in the same over-complicated 
way or just bump it and rebuild several consumers which we have in OI (czmq and 
pyzmq)?

Let's choose the fastest path that generates the least work. Thus, just
bump and rebuild consumers.
