I've modified LICENSE.txt and NOTICE.txt. Devin previously added 3rd party notices to LICENSE.txt. That is how POI does it. But I'm reading on the Apache legal web site [1] that the 3rd party notices go in NOTICE.txt. And that makes more sense to me.
