The constants AZURE_BLOB_MIN_MULTIPART_UPLOAD_PART_SIZE and
AZURE_BLOB_MAX_MULTIPART_UPLOAD_PART_SIZE have changed values compared to
1.90.0 (min: 10M => 256k, max: 100M => 4G), they share the values with the V12
implementation.
This is causing OOMs on our side, the values should be reverted to their
previous state.
