There is a 's' instead of an 'x' in the ls -l. Might this be some sort of permission problem?
Should not be the case.
upsmon.conf has run user as root.
msmtp may use HOME variable to search for its config file, which may not exist when executed from upsmon.
do you have system-wide msmtprc?
