I put 4 wheels for numpy-1.9.0rc1 on https://bitbucket.org/carlkl/mingw-w64-for-python/downloads . All wheels are compiled with the mingw-w64 compiler and makes use of OpenBLAS (latest github version). The 32 bit versions still have some testing errors on corner cases for atan2 and hypot.
