Comment in bscript:

    # TODO: add OPTIONAL_HEADERS, OPTIONAL_INTRINSICS and
    # OPTIONAL_GCC_ATTRIBUTES (see setup.py and gh-3766).  These are
    # performance optimizations for GCC.

Plus the changes in https://github.com/numpy/numpy/pull/4692, that
apparently weren't documented in bscript as TODO.
