There are some niche Windows 32-bit applications I'm aware of. However,
none of theses are related to scientific computing. Two
scipy  questionaries related to this topic:
releasing-or-not-32-bit-windows-wheels

 and Poll: availability for 32bit Windows scipy binaries in future
<https://github.com/scipy/scipy/issues/16286> raised no red flags
concerning removing 32-bit. And these inquiries were made almost four years
ago!

There is only one webassembly support (pyidide, pyscript) which may be in
some form relevant to this question, as wasm32 is still the dominant
platform.
